Certification of tube bundles
Tube bundles are complex industrial equipment andrequire different documents of conformity according to EAC requirements as well as the RosTechNadzor regulations.
In most cases, all tube bundles are subject to quality confirmation according to the Technical Regulation of the Customs Union “On safety of the equipment operating under excessive pressure” (TR CU 032/2013). There are two main criteria which are considered: working pressure and diameter of the tube. By multiplying these parameters expert will determine which type of approval is required – a declaration or a certificate of conformity. Since tube bundles can be used on hazardous production sites, it is necessary to apply to RosTechNadzor for necessary approvals. Usually an Industrial Safety Expert conclusion is required to prove that equipment is safe to use and constitutes no threat of emergency situations. In case such an approval is not required, we strongly recommend you to obtain an Exemption letter from RosTechNadzor stating that the equipment is not subject for mandatory procedures of quality confirmation. Even though documents issued by the RosTechNadzor are not applicable for the customs clearance, they may be required by the Federal Inspection authorities.
Case study
When certifying the equipment, it was initially expected that a certificate of conformity to TR CU 032/2011 and an Industrial Safety Expertise would be required. However, after careful analysis of technical documents it was clear that tube bundles were not subject to the Technical regulation and approvals from RosTechNadzor were not necessary. In order to ensure customs clearance and operation, we obtained two Exemption letters, one from certification authority and one from the RosTechNadzor in order to reaffirm that quality confirmation was not required.
Please note that not every certification authority is ready to issue an exemption letter as TR CU 032/2011 imposes many liabilities on the certification authority in question. However, among our partners there are several reliable suppliers capable of issuing this document.
