According to Federal Law of the Russian Federation №22 “On amendments to the Federal Law “On industrial safety of production site” and other statutory requirements of the Russian Federation, the RosTechNadzor discontinued to issue Application Permits. This document is to be replaced by an Industrial Safety Expert Conclusion.

In order to operate in the Russian Federation, the equipment is to comply with Federal law of the Russian Federation №116 “On Industrial Safety Requirements”. Therefore it is mandatory to obtain one of the following documents:

• Industrial Safety Expert Conclusion

• Certificate of industrial Safety

• Exemption letter

Even though these documents issued by the RosTechNadzor are not applicable for the customs clearance, each of these documents can be required by the Federal Inspection authorities in order to confirm that the equipment is safe to use and constitutes no threat of emergency situations.

It usually takes from 1 to 2 months to issue an Industrial Safety Expert Conclusion, 30 days for a Certificate of Industrial Safety and one week for Exemption Letter.
